The Directorate General of Budget, Accounting and Statistics (DGBAS) of Executive Yuan, a cabinet-level office, handles most of the duties of the nation’s Comptroller’s Office and Census Bureau combined. It has been in existence for over 70 years and has been reorganized numerous times since its inception. The works of budget, accounting and statistics handled by the Directorate General complement one another in an integrated system. Statistics reports are used as reference for policy-making and budgeting; the execution of budget is followed up to make the government accounting and financial reports. These are again used to generate statistical reports, which consistent in design, execution and assessment, create what is called the integrated budget, accounting and statistics (BAS) fiscal system that is juxtaposed with the nation’s administrative, the treasury and auditory functions in such a way that allows for cooperative crosschecking among these four major systems. Since the BAS system gathers information and reports on government financial activities, it is essential that it take an impartial stance in order to provide accurate and objective information.

Bureau of Standards, Metrology and Inspection (BSMI), a subordinate to the Ministry of Economic Affairs, is the authority responsible for standardization, metrology and product inspection in Taiwan. The primary objective of the BSMI encompasses the development of national standards in line with economic development plans and industrial policies to execute inspections of commodities so as to advance international competitiveness of products and protect consumers’ rights. BSMI carries out international standards for quality assurance system and environment management system to improve national quality assurance and environment management level, and conducts unification and application of national metrology standard and miscellaneous inspection (test) services.
