in CNS 11643 standards. Based on ,
users need to provide relevant information and send
it to the authority for verification. After the character
is confirmed to be new one, the original script of
the character is then sent to the Electronic Data
Processing Center Directorate, General of Budget,
Accounting and Statistics, Executive Yuan for code
assignment and font crafting to make it available
for downloading from the Master Ideographs Seeker

Principles of New Characters Not Included in National
Standardsˇn

order to establish the environment for computer application
in Chinese and to resolve the problem of interchanging
new Chinese characters for computer processing among
government agencies. Government agencies including
the Electronic Data Processing Center Directorate,
General of Budget, Accounting and Statistics- Executive
Yuan and Bureau of Standards and Inspection- Ministry
of Economic Affairs, Mandarin Promotion Council- Ministry
of Economics, Research Development and Evaluation
Council- Executive Yuan, Population Affairs Administration-
Ministry of Interior, Council for Cultural Affairs-
Executive Yuan, Financial Information Center- Ministry
of Finance, and National Library, Academia Sinica,
and civil organizations including Institute for Information
Industry and the Chinese Foundation for Digital Technology
formed the "Working Group for Chinese Language Environment"
to discuss the processing principles for adding new
characters into CNS11643 (Chinese Standard Interchange
Code)] in the meeting held on February 2, 2001. Conclusions
are as follows: |

Assignment
of national standard interchange codes should be based
on the existing principles and processes. Any interchanging
requirement can use the user-defined area temporary. |

2. |
To
avoid new characters being created freely by individual
users, authorities should undertake rigorous verification
on new character applications. |
